Reporting to the Systemwide Chief Health Counsel and Deputy General Counsel, this role advises UC Health, the Office of the President, Faculty Senate, and other stakeholders on federal civil rights issues, investigations, health law, privacy, cybersecurity, and regulatory matters impacting the University’s health system. The Special Counsel serves as a key legal advisor to senior leadership, leads systemwide initiatives, represents UC Legal on working groups, and develops strategic solutions to complex legal and operational challenges. The position also supports the Deputy General Counsel in preparing legal guidance and briefings for The Regents of the University of California.

Responsibilities:
Client Service & Legal Counsel (75%)
- Serve as a trusted advisor to University leadership on federal civil rights, investigations, health law, privacy, cybersecurity, and research compliance matters.
- Lead complex legal projects, identify risks and opportunities, and develop strategic solutions.
- Collaborate with campuses and medical centers to ensure compliance with evolving legal requirements.
- Represent The Regents in negotiations, regulatory matters, investigations, and litigation.
- Build and maintain strong relationships with key stakeholders and provide guidance to attorneys and legal teams.
Process Improvement & Compliance (15%)
- Enhance policies, practices, and business processes to improve compliance and operational effectiveness.
- Develop training, client alerts, and practical resources for leadership and stakeholders.
Resource Management (10%)
- Manage outside counsel and related budgets.
- Evaluate cost-effective use of internal and external legal resources.
- Ensure compliance with recordkeeping and financial authorization requirements.
- Delegate work effectively and mentor legal staff to support professional growth and high-quality service.
Required Experience:
10+ years of leadership experience providing strategic legal counsel on federal civil rights, investigations, health law, regulatory compliance, privacy, and cybersecurity matters. Experience may be gained in a law firm, federal government, healthcare organization, higher education institution, or in-house legal department.
Required Qualifications:
- Extensive experience advising clients on complex legal matters under tight timelines.
- Strong knowledge of applicable laws, regulations, industry practices, and enforcement trends affecting healthcare and higher education.
- Exceptional strategic thinking, collaboration, communication, negotiation, and problem-solving skills.
- Ability to identify and assess legal risks, manage complex projects, and lead policy development.
- Strong research, writing, presentation, and decision-making abilities.
- Proven discretion, sound judgment, and commitment to the highest ethical standards.
Preferred Qualifications:
- Experience mentoring and developing legal staff.
- Deep understanding of federal regulatory and investigative processes and established federal government relationships.
Education:
- Advanced degree in a related area required.
Licenses and Certifications:
- Member in good standing of D.C., Maryland, or Virginia Bar required.
Location: UC Washington Center in downtown D.C.
Annual salary range with benefits: $303,200 - $360,000.
