The Senior Deputy County Counsel independently handles moderately complex legal matters affecting the County of San Diego, providing legal advice and representing the County and its departments in civil litigation before state and federal courts and administrative tribunals.
The position primarily supports the Finance and General Government Group, including the Treasurer-Tax Collector, with matters involving treasury operations, tax collection, property tax sales, excess proceeds, and various local taxes. Responsibilities include advising on related legal issues and litigating tax-sale, excess-proceeds, and bankruptcy matters.
The attorney also provides legal advice and litigation support on elections, public finance, local taxation, and government operations, including the Brown Act, California Public Records Act, conflicts of interest, political activities, and records retention. Duties may include advising legislative bodies and drafting County ordinances and resolutions.
The ideal candidate has experience providing legal advice to clients regarding assessment practices and the California Revenue and Taxation Code, as well as representing clients in writs of administrative mandate and refund actions. The ideal candidate is an analytical thinker, able to accurately identify and articulate the critical issues in a case. Additionally, the ideal candidate has excellent legal research and writing skills, courtroom presence, and the ability to work collaboratively and professionally with other attorneys and support staff.
Qualifications:
