The Senior Deputy County Counsel independently handles moderately complex legal matters affecting the County of San Diego, providing legal advice and representing the County and its departments in civil litigation before state and federal courts and administrative tribunals.
This attorney provides legal advice and litigation support to departments within the County’s Finance and General Government Group, including the Treasurer-Tax Collector, Assessor/Recorder/County Clerk (ARCC), Auditor and Controller, and Registrar of Voters.
The position supports Assessment Appeals Board (AAB) hearings through witness preparation, legal advice, hearing representation, and drafting proposed findings, as well as related litigation, including writs of administrative mandate challenging AAB decisions.
The attorney also advises ARCC on policies and procedures, contracts, legislation, California Public Records Act requests, and records retention.
The position includes appraiser training provided by the Assessor’s Office. A hybrid work schedule is permitted, but the attorney must be available in person for AAB hearings, generally held Thursdays.
The ideal candidate has experience advising clients on assessment practices and the California Revenue and Taxation Code, as well as representing clients in writs of administrative mandate and refund actions. The candidate is an analytical thinker with excellent legal research and writing skills, strong courtroom presence, and the ability to identify and articulate critical issues. The ability to work collaboratively and professionally with attorneys and support staff is also essential.
Qualifications:
