The Office of County Counsel is a full-service law office providing civil legal services to the County, including government advisory work and litigation. The Supervising Deputy County Counsel supervises assigned staff and handles complex legal matters, advising County officials and representing the County, its officers, and departments in state and federal courts and administrative proceedings.
This position is part of a section providing legal advice and litigation support to the Finance and General Government Group, including the Treasurer/Tax Collector, Assessor/Recorder/County Clerk, Auditor and Controller, Chief Administrative Office, Clerk of the Board of Supervisors, Office of Ethics and Compliance, Office of Financial Planning, and Registrar of Voters.
The attorney will primarily advise and provide litigation support to the Treasurer/Tax Collector on treasury, tax collection, tax penalties, property tax sales, excess proceeds, transient occupancy tax, documentary transfer tax, and cannabis tax matters. Responsibilities include litigating tax-sale challenges, excess-proceeds petitions, and bankruptcy proceedings. The attorney may also advise other County departments on elections, public finance, local taxation, and general governance, including the Brown Act, California Public Records Act, conflicts of interest, political activities, and records retention. Duties may include advising legislative bodies and drafting ordinances and resolutions.
The ideal candidate has experience advising clients on local property taxation and the California Revenue and Taxation Code, as well as handling civil litigation involving property taxation and/or bankruptcy. Candidates should demonstrate strong analytical, legal research, writing, and courtroom skills and the ability to work effectively with attorneys and support staff. Experience supervising legal staff and managing complex cases or projects is preferred.
Qualifications:
- 2 years of experience as a Principal Deputy County Counsel Attorney with the County of San Diego or at an equivalent level with another California county or city, handling complex cases; OR
- 7 years of post-bar civil legal experience as an attorney handling civil law matters in a public or private law office.
The annual salary with benefits is $212,804 - $258,668.
